Position Description

The Head of Finance, Legal & Public Affairs is a leadership role responsible for establishing and leading the finance, legal and public affairs functions of HAECO Vietnam.

The role operates in a complex multinational joint venture environment involving Hong Kong, Japan and Vietnam, with Board, shareholder and Group-level exposure. It supports greenfield MRO ramp-up, including financial governance, capital planning, statutory compliance, regulatory matters and external stakeholder engagement.

The incumbent will be supported by Group Finance, Group Legal and other specialist functions across the HAECO network.

What You'll Do

 

Part A. Key Accountabilities and Responsibilities

  • Lead the Finance, Legal and Public Affairs functions for HAECO Vietnam. 
  • Provide strategic financial leadership to support business setup, growth, capital planning and operational decision-making. 
  • Partner with the General Manager, Board, shareholders and Group functions on governance, reporting and business planning. 
  • Ensure strong financial controls, risk management, statutory compliance and corporate governance. 
  • Oversee shareholder, lender, regulatory and external stakeholder engagement from a finance and governance perspective. 
  • Build and develop a capable Finance and Legal team for a scalable operation. 

Part B. Key Duties

  • Oversee budgeting, forecasting, financial reporting, treasury, tax and cash flow management. 
  • Ensure compliance with Vietnamese Accounting Standards (VAS), statutory requirements, corporate policies and internal controls. 
  • Support Board and shareholder reporting, including financial analysis, governance papers and follow-up actions. 
  • Support capital planning, project financing, lender reporting and related governance requirements where applicable. 
  • Establish and improve finance policies, SOPs, ERP/accounting systems and reporting processes. 
  • Manage relationships with banks, auditors, insurers, tax authorities, regulators and professional advisers. 
  • Oversee legal, contractual, licensing, corporate governance and compliance matters with internal and external legal support. 
  • Lead public affairs and government stakeholder engagement to support establishment and ongoing operations. 
  • Coach and develop Finance and Legal team members, and perform other strategic projects as assigned. 

What You'll Need

  1. Experience & Expertise
  • 10+ years of finance leadership experience. Big 4 and/or large corporate experience would be advantageous. 
  • Experience in multinational, joint venture, foreign-invested enterprise (FIE) or international reporting environments. 
  • Strong understanding of Vietnamese accounting, tax, treasury, statutory reporting and regulatory requirements. 
  • Proven ability to work with Boards, shareholders, senior executives, lenders, regulators and external advisers. 
  • Experience in greenfield setup, large-scale capital projects, project financing, internal controls or finance transformation is highly desirable. 
  • Ability to bridge international group standards with local business, regulatory and cultural practices. 
  • Excellent communication skills and ability to operate in an English-speaking Board and shareholder environment. 
  • Fluent in English and Vietnamese.

  1. Qualifications and other Relevant Knowledge
  • Degree in Accounting, Finance, Law, Business Administration or related discipline.
  • Chief Accountant (Ke toan truong) certification in Vietnam is required.
  • CPA, ACCA, ICAEW, HKICPA or equivalent professional qualification preferred.
  • Proficiency in MS Office and ERP/accounting systems.
