HAECO Vietnam is a joint venture with Sun Group, Toyota Tsusho and Japan Airlines to establish a new maintenance facility at Van Don International Airport in Vietnam.

 

Position Description

Support the Head of Design & Construction in overseeing the development and delivery of the HAECO Vietnam hangar project at Van Don Airport. This role acts as HAECO’s site-based representative, providing client-side technical oversight and project assurance across design, construction, commissioning, and handover. Working alongside the appointed EPCM consultant, the position focuses on safeguarding HAECO’s interests by monitoring delivery performance, coordinating key stakeholders, and ensuring the project meets required standards for safety, quality, schedule, cost, compliance, and operational readiness.

What You'll Do

Part A. Key Accountabilities and Responsibilities

  • Project Delivery - Act as HAECO's on-site owner representative, monitoring and assuring EPCM, consultant and contractor performance to support safe, timely and cost-effective delivery of the project.
  • Design & Technical Coordination – Coordinate with consultants, engineers, and operational stakeholders to ensure designs, specifications, and engineering solutions meet regulatory, operational, and HAECO requirements.
  • Contractor & Stakeholder Management – Oversee and monitor the performance of EPCM consultants, contractors and suppliers against contractual obligations, supporting effective execution and timely decision making whilst escalating risks and issues to management where required. Review and challenge EPCM reporting, schedules, cost forecasts, variation proposals, and risk registers, providing independent assurance to HAECO management.
  • Safety, Quality & Compliance – Ensure compliance with applicable regulations, project specifications, aviation industry requirements, and HAECO standards throughout the project lifecycle.
  • Equipment & Operational Readiness – Coordinate facility and equipment implementation activities to support commissioning, handover, and readiness of the new hangar facility.
  • Reporting & Project Controls – Monitor project performance, manage risks and changes, and provide regular reporting on progress, budget, schedule, and key issues to management.

 

Part B. Key Duties

  • Support the Head of Design & Construction in managing day-to-day project delivery through consultants, contractors, suppliers, internal stakeholders, and the Base Maintenance Operations team.
  • Drive coordination and execution of project activities to ensure progress against approved schedules, milestones, budgets, quality standards, and compliance requirements.
  • Manage the review of design submissions, technical specifications, shop drawings, method statements, engineering changes, and contractor deliverables, and oversee site activities to ensure quality, safety, workmanship, and compliance.
  • Coordinate permit applications, authority submissions, statutory approvals, and regulatory requirements, while providing project and technical input to tendering and procurement activities in alignment with the procurement function.
  • Monitor contractor and consultant performance, ensuring issues, risks, corrective actions, equipment delivery, installation, testing, commissioning, and handover activities are effectively managed.
  • Facilitate project meetings, maintain project documentation, prepare progress updates, and support project close-out and transition to operations.
  • Commercial & Change Control - Review EPCM recommendations relating to variations, claims, extensions of time and contingency usage. Support commercial evaluation and approval processes on behalf of HAECO
  • Financing requirements – Support information requests, site visits and due diligence activities from shareholders, lenders, technical advisers and auditors. Ensure project information is maintained to support financing and governance requirements.

What You'll Need

  1. Experience & Expertise
  • Minimum 10 years' experience in construction, engineering, infrastructure, industrial facility development, or project management.
  • Proven experience managing large-scale construction projects through design, construction, commissioning, and handover phases.
  • Experience in airport, aviation, MRO, aerospace, hangar, industrial, or major infrastructure projects
  • Experience working within an owner/operator organisation overseeing EPC, EPCM or PMC contractors.  Experience managing contractor claims, variations, schedule recovery plans and project governance processes
  • Experience interfacing with government authorities, permitting agencies and regulatory stakeholder in Vietnam
  • Ability to work effectively in a bilingual English/Vietnamese project environment.
  • Experience acting as an Owner's Representative overseeing EPCM consultants and contractors, with a strong understanding of the distinction between owner oversight responsibilities and EPCM project management responsibilities

  • Business Acumen: Being able to understand the financial, legal, regulatory and operational implications of business activities and support decision-making in a joint venture and greenfield environment
  1. Qualifications and other Relevant Knowledge
  • Bachelor’s degree in civil engineering, Mechanical Engineering, Construction Management, Architecture, or related discipline.
  • Construction project management, schedule control, cost control, and project governance. 
  • Contractor, consultant, vendor, and stakeholder management. 
  • Regulatory compliance, quality assurance, safety management, and risk management. 
  • Ability to interpret construction drawings, technical specifications, and engineering submissions. 
  • Experience in Southeast Asia and Vietnam
  • Experience supporting lender technical due diligence, audits and project financing requirements
  • Experience and knowledge of MRO facility, aviation infrastructure, or highly serviced industrial facilities desired
  • Fluent English and Vietnamese are required.
