Position Description

Reporting to EGMO, the incumbent leads and manages the Technical Services Department, ensuring the delivery of high-quality engineering support in Design Organisation Approval (DOA), Organisation Designation Approval (ODA), Hangar Support, Process Engineering, Tooling Management, Calibration, and Technical Publication Centre. The incumbent will play a pivotal role in establishing, operating and expanding EASA DOA capabilities, building strong industry networks, and driving business growth.

What You'll Do

  • Lead, develop, and manage all aspects of Technical Services, including DOA/ODA operations, ensuring compliance with EASA, HKCAD, and other relevant aviation regulations.
  • Set strategic direction and goals for the Technical Services Department, aligning with HAECO’s vision, mission, and values.
  • Oversee the management and development of teams responsible for Hangar Support, Design Engineering, Airworthiness, Process Engineering, Tooling, and Technical Publications.
  • Ensure the provision of engineering support to both internal and external customers, including airlines and MRO partners.
  • Build and maintain a strong network with DOA industry stakeholders, including regulatory bodies, OEMs, customers, and industry partners.
  • Identify and pursue new business opportunities related to DOA, including the preparation of proposals, quotations, and commercial negotiations.
  • Drive continuous improvement, innovation, and digital initiatives within the department.
  • Develop and manage departmental budgets, KPIs, and performance metrics.
  • Foster a culture of safety, compliance and customer focus.
  • To manage and develop the department and its staff to meet HAECO Hong Kong and Regulatory Authority requirements in engineering support.
  • To ensure smooth operations in Technical Services providing technical support to the maintenance departments and expand this support to meet commercial and customer requirement.
  • To make sure that all activities undertaken by Technical Services have all appropriate facilities, PPE, equipment, technical data, material and competent staff to meet regulatory requirements.
  • To maintain good communications with all stakeholders.
  • To foster continuous improvement culture and support improvement initiatives.

What You'll Need

  • Minimum 15 years of engineering experience in the aviation industry, with at least 5 years in a senior management role within a DOA environment.
  • Recognised degree in Engineering disciplines
  • Professional qualifications such as MHKIE / MRAeS, CEng, or equivalent.
  • Proven track record in establishing and running EASA DOA organisation.
  • In-depth knowledge of EASA Part 21J, HKAR-21J, and related regulatory frameworks.
  • Demonstrated ability to build and leverage networks with DOA industry stakeholders, regulatory authorities, and customers.
  • Strong understanding of engineering management, operations support, and talent development.
  • Excellent communication skills in English, both spoken and written.
  • Holding or having held a CVE, DDE, or Form 4 position in a Design Organisation is highly desirable.
  • Sound experience in engineering management, operations support and talent development
