Position Description
The Head of HR Projects is the HR Stream Owner for Project Tulip, HAECO's new Airframe Services business in Vietnam. This role will be pivotal in establishing and managing HR practices, policies, and programs to support the successful launch and ongoing operations of the plant, and in introducing the strategic workforce planning process into HR strategy and practice.
What You'll Do
Business Plan Alignment and Organizational Structure:
- Review and finalize the HR plan to support the business plan, ensuring it includes market and revenue projections for the next 1-3 years
- Align HR strategy with business goals, impacting organizational structure, manpower planning, and budget
- Provide support in defining the top three levels, establishing clear roles and responsibilities to avoid overlaps and ensure efficient operations
- Create a scalable structure to plan for future growth and expansion
Strategic Workforce Planning and Staffing Strategy:
- Direct and indirect staff planning by time/phase in Xiamen and Vietnam, covering recruiting, onboarding, training, secondment, and operationalization
- Develop repatriation plans for all secondees after operationalization
- Determine staffing needs, identifying the number and types of employees required
- Decide on hiring strategy and methods, including direct hires, contract workers, and outsourcing
- Develop a recruitment plan outlining timelines, sources, and methods for attracting talent
Employer Branding and Compliance:
- Create a compelling value proposition highlighting the benefits of working at the new plant, including growth opportunities and company culture
- Develop marketing materials to attract potential employees
- Ensure employment compliance with local labour laws, including employment contracts, employee handbook, working hours, and health and safety regulations
- Set up fundamental policies and procedures for employee conduct, grievance handling, performance management, and other employee relations
- Consider using third-party services for quick employment landing
Total Rewards Structure and Performance Management:
- Establish pay philosophy and positioning in the Vietnam market
- Design salary structure, salary ranges, bonus schemes (linked with performance management), and benefit schemes
- Develop job level and job evaluation based on workforce planning
- Plan payroll and benefits administration, deciding between in-house or external outsourcing
- Set clear performance expectations aligned with business goals
- Implement a performance review system linked with the bonus scheme, regularly assessing and providing feedback on employee performance
Training and Development:
- Identify training needs based on the skills required for the new plant, primarily technical training
- Develop training programs including onboarding, technical skills, and soft skills training
- Implement continuous learning to encourage ongoing development and keep skills up-to-date
Employee Engagement, Retention, and Health and Safety:
- Create engagement initiatives such as team-building activities, recognition programs, and feedback mechanisms
- Develop retention strategies offering market-competitive salaries, benefits, and career development opportunities
- Support building a safety culture from day one by establishing a safety program in collaboration with the Safety & Quality function
- Conduct regular safety training for all employees
What You'll Need
1. Functional and other Relevant Experience
- Extensive experience in HR Business Partnering, with a focus on talent requisition, workforce planning, employee relations etc
- Proven track record of overseeing HR operations in a sizable organization
2. Qualifications and other Relevant Knowledge
- Degree in Human Resources Management, Business Administration or relevant disciplines
- 10+ years of experience in HR Business Partnering, Talent Acquisition or Employee Relations; 5 years in HR leadership roles
- Understanding Vietnam Labour Law or regulations is preferred
- Experience in Engineering or aviation industries is preferred
- Good command of English and Chinese (Cantonese and Mandarin)
