Assistant Procurement Manager (IT Procurement)

Position Description
Reporting to the Head of Procurement, the incumbent will act as the procurement business partner for Information Technology and transformation related functions across HAECO Hong Kong and affiliated companies.
The role is responsible for leading strategic sourcing initiatives, IT vendor management, contract negotiations and procurement governance for software, hardware, cloud services and professional services projects. The successful candidate will drive cost optimization, risk management and value creation while supporting business growth and innovation.
What You'll Do
Strategic Sourcing & Category Management
- Lead end-to-end sourcing activities for IT, digital transformation and technology-related procurement categories.
- Develop category strategies and sourcing roadmaps aligned with business and technology objectives.
- Conduct market analysis, supplier benchmarking and Total Cost of Ownership (TCO) evaluations.
- Manage tender, RFP, RFQ and contract negotiation exercises for strategic procurements.
- Drive cost optimization initiatives while balancing operational, technical and business requirements.
Contract & Commercial Management
- Lead commercial negotiations and contract development for software, SaaS, hardware, cloud, cybersecurity and professional service engagements.
- Review commercial terms and conditions in collaboration with Legal, Risk and business stakeholders.
- Monitor contract performance, renewal schedules and vendor obligations.
- Manage supplier disputes and service escalations where required.
Vendor Management
- Build and maintain strategic relationships with key technology suppliers and service providers.
- Conduct supplier performance reviews and risk assessments.
- Identify opportunities for supplier consolidation, innovation and value enhancement.
Business Partnering
- Act as trusted procurement advisor to various stakeholders engaging in IT projects.
- Support project teams in procurement planning and budget optimization.
- Ensure procurement activities align with corporate governance, compliance and policy requirements.
Team Leadership
- Coach and mentor procurement officers and executives.
- Drive performance, capability development and knowledge sharing within the team.
- Foster a culture of collaboration, innovation and continuous improvement.
What You'll Need
- Bachelor’s Degree in Business, Supply Chain, Procurement, Information Systems, Engineering or related disciplines.
- Professional qualification such as CIPS, ISM or equivalent is advantageous.
- Minimum 7-10 years of procurement experience with at least 3 years focused on IT, technology or indirect procurement.
- Proven experience managing RFP/RFQ/tender exercises and complex contract negotiations.
- Experience sourcing one or more of the following:
- Software Licensing
- SaaS Solutions
- Cloud Services
- Network & Infrastructure
- Cybersecurity Solutions
- Professional Consulting Services
- Enterprise Applications (SAP, ServiceNow, etc.)
- Strong commercial acumen and negotiation skills.
- Knowledge of contract management, supplier governance and procurement best practices.
- Strong stakeholder management and business partnering capability.
- Experience in procurement analytics, cost modelling and TCO assessment.
- Familiarity with ERP and procurement systems (SAP, Ariba or equivalent).
- Excellent presentation, communication and influencing skills.
- Fluent in English and Chinese (spoken and written).
